General Network Error in SQL Server Query Analyzer

Apply To :
Microsoft SQL Server 2000

Error or Warning : 

Unable to connect to Server.  

Server: Msg 11, Level 16, State 1  

[Microsoft][ODBC SQL Server Driver][DBNETLIB] General Network Error.  

Check your network documentation. 

And when want to open “Control Panel > Administrative Tools” , display the warning below :

"The application failed to initialize properly (0xc0000142). 

Click on OK to terminate the application."

Solution :
Should to Restart the Server.
